The Legislative Reference Library provides a list of the effective dates of bills passed during the 86th Legislative Session. Bills are listed in order of the date they go into effect and include a brief description of the bill's content. It's not uncommon for some sections of a bill to go into effect before other sections do, so bills with multiple effective dates are listed under each date the section of the bill goes into effect.

If you are interested in learning more about bills passed during the 86th legislative session in 2019, please see our Legislative Recaps page! The library has compiled a list of articles from a variety of organizations that provide a summary of new Texas laws in specific subject areas.

Additionally, the Texas Tribune has an article about some of the 820 new laws that went into effect on September 1st, 2019. The Austin-American Statesman also has an article about the new state lawsincluding the new age restrictions on tobacco, the end of the Driver Responsibility Program, and new expansions for gun rights.

Looking for the 2019 session laws? The Secretary of State publishes the official version of the laws enacted by the 86th Legislature on their website. We also have them available electronically through the Westlaw terminal at the library, and expect to have print copies of the 2019 session laws in the near future. These will be shelved at the reference desk once they arrive.
